About the game

City of Spies: Estoril 1942 recreates the real-world hotbed of WWII espionage in Estoril, Portugal, where players compete to build the most powerful and influential network of secret agents. Six historically inspired locations, casinos, hotels, beaches, are contested each of the four rounds, with players placing Agent tiles to gain influence and earn location-specific rewards. Hand management, deck-building elements, and push-your-luck risk-taking all factor into securing the most valuable locations, and hidden objectives add another scoring dimension at game's end. The player with the most accumulated points after four rounds wins the espionage game.

Hobbli's Notes

The historical Estoril spy setting is a genuinely underused theme, and the game does a nice job weaving push-your-luck tension into its area-influence core. Four tight rounds keep decisions focused without letting the game overstay its welcome. It's a solid mid-weight pick for groups who enjoy area control with a dash of bluffing and risk.

What we like

  • The historical Estoril espionage setting is fresh and well-realized.
  • Push-your-luck elements add satisfying risk-reward tension to area influence.
  • Four tight rounds keep the game focused at around an hour.
  • Hidden objectives add a layer of strategic depth to the final scoring.

Keep in mind

  • The location-influence system may take a round or two to click for new players.
  • With only four rounds, early tile placement mistakes can be hard to recover from.
  • Its niche historical theme may need some introduction for players unfamiliar with WWII Portugal.
